PREAMBLE

We, the members of the USS North Carolina, Hickory, NC Chapter of STARFLEET, The International Star Trek Fan Association (hereinafter known as the "USS North Carolina"), in order to provide a social organization in which people of diverse backgrounds with similar interests can interact to promote the optimistic future as envisioned in the Star Trek universe and to support that optimistic future through community services, social activities and creative endeavors, do hereby establish these Bylaws for the USS North Carolina.

Article 1: STARFLEET Constitution Observance

The members of the USS North Carolina voluntarily agree to follow the current STARFLEET Constitution and By-Laws as provided in the STARFLEET Membership Handbook.

Article 2: Membership

Section 1: All persons seeking application to the USS North Carolina shall be awarded membership and shall remain members so long as they maintain all membership requirements as provided in the current USS North Carolina Membership Handbook. Membership on the USS North Carolina shall be open to all persons without regard to age, race, religion, sex, sexual orientation, or natural origin.
All members will hold the classification "Active Duty Member", or "Associate Member". All persons on the duty roster of the USS North Carolina who are not Active Duty North Carolina Members shall not be empowered to vote in any USS North Carolina election, or for any appropriation of funds, or hold any position of authority as set forth in the USS North Carolina Membership Handbook.

Active Duty Members

Shall be those members who are Active Duty Members in STARFLEET, as defined by the STARFLEET Constitution, and are current members of the USS North Carolina, as defined by the USS North Carolina Membership Handbook.


Associate Members

Shall be those members who are current members of the USS North Carolina, as defined by the USS North Carolina Membership Handbook, but are NOT Active Duty Members in STARFLEET.


Any member of the USS North Carolina may cancel his or her membership at any time by email sent to the USS North Carolina Commanding Officer as provided in the current USS North Carolina Membership Handbook.

Section 2: Only Active Duty Members may hold a position of responsibility within the USS North Carolina organization.

Section 3: No member of the USS North Carolina, of whatever classification, shall have any interest in, or right to, the property and assets of the USS North Carolina. All property and assets of the organization shall be irrevocably dedicated to charitable purposes, consistent with the further provisions of these Bylaws. Should the USS North Carolina be dissolved or liquidated, or otherwise cease operation, the property and assets of the USS North Carolina shall first be used to pay all outstanding debts and obligations of the organization, with any remaining assets being contributed on behalf of the membership to a charity designated by the Command Staff of the USS North Carolina.

Article 3: Definition of Terms

Section 1: STARFLEET is based upon "Starfleet" as depicted in the Star Trek television series, motion pictures and literature. STARFLEET operates within the Star Trek universe to enhance the experience and fun of membership. Therefore, the following terminology shall be considered interchangeable with STARFLEET and the USS North Carolina:

  • Chapter, Commissioned Starship, or The Organization USS North Carolina as defined in the current STARFLEET Membership Handbook (hereinafter referred to as "ship")
  • Chapter President or Commanding Officer (CO)
  • Chapter Vice-president or Executive (or First) Officer (XO)
  • The members (hereinafter referred to as "the crew")


Stardates for the Ship's Role Play system will be set by the Commanding Officer and use the format of: XXXXX.XXX. Hours and Minutes are done as a 3 digit percentage after the point in the Stardate. I.E. 0800 would be .334 while 1200 would be .500 and 1500 is .625. Easiest way to calculate this is take the 24 hour number and divide by 24. Convert minutes into 100th of the hour (minutes divided by 60) before I divide by the 24. Thus 0830 would be 8.5/24 = .354 and 1545 would be 15.75/24 = .656.

Stardates For the Real World Ship's Documents are created by using the formula YYYYMM.DD, where YYYY is the four digit year, MM is the month and DD is the day. Example: June 2, 1987 becomes 198706.02.

Section 2: Ranks awarded to USS North Carolina members as described in the current USS North Carolina Membership Handbook are fictional and serve only to reflect a member's length of time in, and contribution to, the organization. Fictional ranks alone do not give any member authority over another member on the USS North Carolina. A position assigned to a member on the ship may give that member responsibility to administer the assigned duties of that position. However, no member has the right to misuse responsibility granted by STARFLEET or the USS North Carolina to violate another member's legal rights.

Article 4: Organizational Structure

Section 1: The USS North Carolina is organized under STARFLEET's chapter system with a representative form of government. The Commanding Officer of the USS North Carolina is the designated representative for purposes of STARFLEET governance at the regional and international level. The chapter shall exercise self-governance to the greatest degree possible where not inconsistent with STARFLEET's Constitution and the applicable STARFLEET and USS North Carolina Policies.

Section 2: The governing body of the USS North Carolina shall be the Command Staff whose members shall constitute the "Board of Directors". The Senior Staff shall consist of the members of the Command Staff and Division Heads. The function of the Command Staff shall be to formulate policy and to set directions and goals for the organization.

Section 3: The administrative body of the USS North Carolina shall be the Command Staff. The Command Staff is appointed by the Commanding Officer and consists of the following (in order of succession):

  • Commanding Officer
  • Executive Officer
  • Second Officer


The function of the Command Staff shall be to oversee the operational activities of the organization. The Command Staff shall be the final authority in the interpretation of these Bylaws and of the policies and procedures of the organization. The Executive Officer shall assume the duties of Commanding Officer, per STARFLEET approval, in the event of the Commanding Officer's death, incapacity or absence or removal from office, until the next scheduled election in accordance with these Bylaws and the current USS North Carolina Membership Handbook.

Section 4: The USS North Carolina may organize itself into Divisions and Departments to promote the efficient governance and administration of the Ship, as provided in the current USS North Carolina Membership Handbook.

Article 5: Officer's Duties and Responsibilities

Section 1: All USS North Carolina officers described in Article 5, Sections 2 through 4, inclusive, except where otherwise expressly provided, shall be at least 18 years of age.
Section 2: The Ship's Commanding Officer (CO) shall be confirmed by the Chief of Operations and the Commander, STARFLEET after the CO is decided upon by the Ship and the CO meets all of the qualifications for office as set forth in the current STARFLEET Membership Handbook and USS North Carolina Membership Handbook. ***CO's serve at the pleasure of their crew.***
The CO is responsible for sending a monthly chapter status report and any other reports as set forth in the current STARFLEET Membership Handbook. The CO is responsible for the general welfare and administration of the Ship, as well as the administration and disbursement of Ship's funds and financial records. The CO shall be elected by the members of the USS North Carolina and shall serve as Chapter President. The CO shall coordinate the activities of the chapter, as provided in the current USS North Carolina Membership Handbook, in accordance with any regulations specifically in the STARFLEET Membership Handbook.

The CO shall be at least 21 years of age at the time of taking office, and meet all other qualifications for office as set forth in the current STARFLEET Membership Handbook. Decisions of the CO are considered final unless overturned by a majority vote of the Active Duty North Carolina Members.

If for any reason a vacancy shall occur in the office of Commanding Officer, the Executive Officer shall immediately assume the office and responsibilities of Commanding Officer and will file appropriate forms of notification to STARFLEET and the Regional Coordinator. The office of Executive Officer shall then be filled in accordance with the current USS North Carolina Membership Handbook.

Section 3: The Ship's Executive Officer (XO) reports monthly to the Commanding Officer and is second-in-command of the organization. The XO acts for the CO in his or her absence or disability from office as described in the current USS North Carolina Membership Handbook, and also discharges those duties as my be specified therein. The Executive Officer shall be at least 21 years of age at the time of taking office, and must meet all other qualifications for office as set forth in the current STARFLEET Membership Handbook.

Section 4: The Chief of Communications reports monthly to the Commanding Officer and is responsible for the production and publication of the organization's official monthly newsletter, the 'Shines the Name'.

Section 5: Any member of the Command Staff, Senior Staff or Department Head may be removed from office by the Commanding Officer for just cause shown. Appeals must be carried forth within 30 days of the decision of the CO.

Section 6: Any member of the USS North Carolina may be removed from the membership for just cause shown, upon advance notice and with an opportunity to be heard, upon 4/5ths vote of the Active Duty Members, consistent with the current USS North Carolina Membership Handbook. Appeals must be carried forth within 30 days of the decision of the North Carolina membership.

Article 6: Financial Affairs/Standards

Section 1: The fiscal year of the USS North Carolina shall commence on January 1st and terminate on December 31st of the year. All transactions of the USS North Carolina shall be conducted in U.S. Currency.

Section 2: The Commanding Officer shall install and maintain an accounting system for the USS North Carolina in accordance with generally accepted accounting principles sufficient to maintain the USS North Carolina's tax-exempt status and which will generate financial statements on a monthly basis, which financial statements shall be published in the 'Shines the Name'.

Section 3: Funds belonging to the USS North Carolina shall be deposited as soon as possible in the Ship's Checking Account. No funds may deposited in a safe deposit box. No funds shall be invested or loaned in a manner which results in the personal profit or advantage of any officer or member of the chapter.

Section 4: All disbursements of the USS North Carolina shall be made by check which shall show the date, payee, the type of service rendered or goods or property purchased, and the amount of payment. Funds may be drawn by the CO, XO or SO.

Section 5: The Command Staff shall provide an audit of the books of accounts of the USS North Carolina by certified public accountants, as appropriate.

Section 6: As set forth in Article 2, Section 3, in the event that the USS North Carolina should be dissolved or liquidated, or otherwise cease operation, the property and assets of the USS North Carolina shall first be used to pay all outstanding debts, with any remaining assets being contributed on behalf of the membership to a worthy charity, as selected by the Command Staff.

Article 7: Amendments

These Bylaws may be amended, repealed or superseded, either in whole or in part, by the affirmative action of the Active Duty North Carolina Members, consistent with the current USS North Carolina Membership Handbook and the parliamentary authority of the organization.

Article 8: USS North Carolina Operational and Other Manuals

The Departments and Divisions of the USS North Carolina as defined in the current edition of the USS North Carolina Membership Handbook shall be empowered to adopt manuals of operation, information and procedure to assist in the governance and administration of the USS North Carolina, subject to the approval of a majority of the Command Staff, so long as not inconsistent with these Bylaws, the STARFLEET Constitution and the parliamentary authority of the organization. These manuals may be revised from time-to-time as the Departments and Divisions of the USS North Carolina may deem necessary, subject to the approval of the Command Staff.

The USS North Carolina Membership Handbook shall govern all USS North Carolina matters where not inconsistent with these Bylaws, the STARFLEET Constitution and the parliamentary authority of the USS North Carolina. Adoption of the USS North Carolina Membership Handbook, or any revision thereof, shall be only upon the approval of a majority of the Command Staff.

Article 11: Parliamentary Authority

The parliamentary authority of the USS North Carolina shall be the most current edition of Robert's Rules of Order Newly Revised for all matters of procedure not specifically covered by these Bylaws, the STARFLEET Constitution, the STARFLEET Membership Handbook, or the other operational manuals as may be adopted by the Ship.

The above revision of the USS North Carolina Bylaws supersedes any previous versions of bylaws or rules presented to the members of the USS North Carolina.
